Declaration on accessibility

Fulda University of Applied Sciences endeavours to make its website www.hs-fulda.de barrier-free in accordance with the national legislation implementing Directive (EU) 2016/2102 of the European Parliament and of the Council. The technical requirements for barrier free access are set out in the Barrier Free Information Technology Ordinance (BITV) 2.0.

This statement on digital barrier free accessibility applies to the offer of the website of the Fulda University of Applied Sciences www.hs-fulda.de.

Status of compatibility with the requirements

This website is partially barrier free. It partially fulfils the requirements of the Barrier-free Information Technology Ordinance (BITV) 2.0.


Which areas are not barrier free?

  1. Barrier: Subtitles for audio files
    Description: The automatically generated subtitles on external videos are not synchronised with the image material.
    Measure: Depending on the format, videos are increasingly being produced with subtitles; there is also the option of generating subtitles automatically via the hosting platform.
  2. Barrier: Audio files without alternatives
    Description: Alternatives for audio files and silent videos only reproduce a small part of the content.
    Measure: Newly produced podcasts and image-heavy videos are supplemented by a transcription.
  3. Barrier: Videos without audio description and/or full text alternative
    Description: Videos containing image-heavy passages require an alternative to the image, as the sound is insufficient for full comprehension.
    Measure: Newly produced videos that are integrated via self-hosted platforms (Panopto) are increasingly being produced with subtitles and audio description for image-heavy passages.
    For videos that are integrated via external hosting platforms, a concept will be written assignment in 2026 to offer audio description or full text alternatives.
  4. Barrier: HTML structural elements for headings
    Description: Although headings are available, they are incorrectly nested, sometimes only to create different font sizes and spaces.
    Measure: Since 2024, a training course on the topic of barrier free accessibility has been offered to website editors at Fulda University of Applied Sciences. Editors are trained in the correct use of HTML structural elements for headings.
  5. Barrier: HTML structural elements for lists
    Description: Some elements that should be structured as a list are not.
    Measure: Since 2024, a training course on the topic of barrier-free accessibility has been offered to website editors at Fulda University of Applied Sciences. The editors are trained to use HTML structural elements for lists correctly.
  6. Barrier: Link texts are not always meaningful.
    Description: In some cases, the link texts do not always contain all the necessary information.
    Measure: Since 2024, a training course on the topic of accessibility has been offered to website editors at Fulda University of Applied Sciences. The editors are trained to write meaningful link texts.
  7. Barrier: Some words and sections in other languages are not labelled.
    Description: Some English words are not labelled with the "lang" attribute.
    Measure: In November 2025, a language selection was created in RTE fields with which words and sections in other languages are labelled with the "lang" attribute. In the course of 2026, the editors will be trained with regard to language labelling.
  8. Barrier: The syntax of the HTML markup is partially incorrect.
    Description: Partially incorrect nesting in the HTML
    Action: The syntax of the HTML markup will be corrected by January 2026.
