Title of the PhD project: Micropolitics in the EU institutional system. An actor-centred analysis of the possibilities and dynamics of the EU's inter-institutional policy using the example of social and anti-discrimination policy.
The development of legislation and policy-making in EU social and anti-discrimination policy is influenced by different actors. These not only affect the policy areas, but also influence each other. Through these inter-institutional dynamics, micro-politics becomes visible in the EU institutional structure. The planned dissertation examines to what extent the inter-institutional dynamics in the EU institutional structure and the political action of the central actors - the Council of the European Union, the European Parliament, the European Commission and the European Court of Justice - influence the shaping of the EU's social and anti-discrimination policy. The research project provides new insights for explaining political and legislative decision-making and development processes at the European level and contributes to closing the research gap in the area of micro-political design approaches within the Union.
A qualitative research design is planned, consisting of a document analysis and interviews with experts. The document analysis will reveal patterns of action, strategies, controversies and development trends. Based on these findings, the expert interviews serve to provide possible causes and explanatory approaches for inter-institutional processes of policy-making in social and anti-discrimination policy in the EU.
