European certificate

What is it about?

Economic, social, legal and political integration within the framework of the European Union has now assumed a scope and quality that touches and permeates all areas of life.

European developments, regulations and framework conditions play an increasing role in almost all areas of the professional and working world, in the fields of education, study and research. More than ever, basic knowledge about the functioning of the EU and application-related competences in dealing with European law, with EU framework regulations, funding and mobility programmes, etc., are part of the indispensable intellectual and practical professional armoury.

"European competence" is a key qualification today. The certificate programme offered provides the opportunity to acquire this key qualification. The programme is aimed at students from all faculties at Fulda University of Applied Sciences and can be completed while studying. Successful participation is documented with a certificate.

The European Certificate programme comprises 4 courses or 8 semester hours. A total of 10 credit points are awarded.

Compulsory and optional areas:

Compulsory areas

1. basic seminar "The European Union - History, Institutions, Decision-making Processes" (2.5 CP)
2. basic seminar "European Law" (2.5 CP)
3. Another seminar from the areas of history, institutions and decision-making processes of the EU or European law (2.5 CP)

Elective area
4. A fourth course with a European focus from the courses offered by all departments (2.5 CP).

An examination must be taken in one of the courses. This must be passed, but is not graded.

Crediting of curricular achievements
In principle, up to two equivalent courses completed as part of the curriculum of one's own degree programme can be recognised.
The recognition of an equivalent course within the framework of the compulsory curriculum of individual degree programmes is decided on a case-by-case basis by the examination board.

Final crediting and receipt of the European certificate is only possible if all certificates are presented. Successful participation will be documented with a certificate.

What do you have to do to get your European certificate?

Please send your four certificates by e-mail to the Department of Social and Cultural Sciences at the address of Prof. Dr. Claudia Wiesner after completing all courses. Adelheid Lauer in the office of the Department of Social and Cultural Sciences is responsible for issuing the certificates. Your certificate will be sent to you by post. Therefore, please include a current address in your mail to Prof. Wiesner.

The compulsory elective subject must have a European connection.

For better assessment, please be sure to submit an overview of the course content of the course (e.g. from the module handbook). In case of doubt, the examination board decides on the creditability of a specific course within the scope of the compulsory elective.

Note on the crediting of curricular achievements

Question 2: Do I have to take an exam in each course to get the certificate?
No. If you started studying for the European Certificate on or after 01.10.2020 (the date of the first course taken for the EZ counts) you have to write an ungraded assignment in one of the four courses. This term paper must be passed, but will not be graded.
If you started studying for the European Certificate before 01.10.2020 (the date of the first course taken for the EZ counts), you only need the four certificates of attendance.

Question 3: Are the attendance certificates of the courses sufficient to get the European Certificate?
Yes, but only if you started studying for the European Certificate before 01.10.2020 (the date of the first course taken for the EZ counts).
If you started studying for the European Certificate after 01.10.2020 (the date of the first course completed for the EZ counts), the attendance certificates alone are not sufficient. Then you have to write an ungraded term paper in one of the four courses. This term paper must be passed, but is not graded. The passed assignment must be noted on the corresponding certificate.

Question 4: How many credits do I get at the end of the semester for successful participation in a course of the European Certificate?
At the end of the semester, you will receive 2.5 credits for successful participation in a course of the European Certificate. Important: these only count for the European Certificate!

Question 5: Where exactly can I register for the examination?
A formal examination registration is not required. Registration for the courses takes place via horstl or in consultation with the respective lecturer.

Question 6: Do I first have to register somewhere as a participant in the European Certificate Programme?
No. You will find all the compulsory courses of the European Certificate in the horstl of the Hochschule Fulda, which you can also take in the horstl. Please note that not all compulsory courses of the European Certificate are offered every semester.
You can find the courses offered in the current semester in the horstl portal of Fulda University of Applied Sciences under "Veranstaltungen" and "Vorlesungsverzeichnis", then "FB Sozial- und Kulturwissenschaften (SK)" and "Europazertifikat". Please also note that you must cover all four areas of the Europe Certificate.

Question 7: Where can I get the necessary participation certificates (forms)?

Question 8: What do I have to do to have the benefits accounted for?
Please have your certificates signed by the respective lecturers. After completing all four courses, please send your four certificates by e-mail to the Department of Social and Cultural Sciences at the address europazertifikat(at)sk-hs-fulda.de.
Important: If you have started studying for the European Certificate as of 01.10.2020 (the date of the first course completed for the EZ counts), the certificates of attendance alone are not sufficient. Then you have to write an ungraded term paper in one of the four courses. This term paper must be passed, but is not graded. The passed assignment must be noted on the corresponding certificate.

Question 9: Will the courses be entered in horstl by the EZ or the EZ?
No, the courses are not entered in horstl.

Question 10: How do I prove that I have attended the courses? Do the lecturers have to confirm this, and if so, is a confirmatory email sufficient or is there a specific form?
Unfortunately, a confirming email is not sufficient. You must have a certificate filled out for each successfully attended course. You can find the certificates under this link. You must have your certificates signed by the respective lecturers.

Question 11: Do I have to take all the individual subsections of the European Certificate in order to obtain the certificate? Or is one sub-item per module sufficient?
The European Certificate programme consists of 4 courses and there are compulsory and optional areas. You have to attend and prove one event from each of the four areas:

Compulsory areas

1. basic seminar "The European Union - History, Institutions, Decision-making Processes"
2. basic seminar "European Law"
3. One further seminar from the areas of history, institutions and decision-making processes of the EU or European law.

Elective areas

4. a fourth course with a European focus from the courses offered by all departments.

For points 1 and 2, you must take the respective basic seminars. For points 3 and 4, you only have to take one course.

Question 12: Are the grades/courses/seminars entered in horstl?
The grades for the European Certificate are generally not entered in horstl. The system for the European Certificate is not integrated there. It only works via the certificates:
You must have your certificates signed by the respective lecturers. After completing all four courses, please send your four certificates by e-mail to europazertifikat(at)sk-hs-fulda.de in order to receive the Europazertifikat. The term paper you have written must be passed, but will not be graded. The passed term paper must be noted on the corresponding certificate.
Therefore, if you want to document that you have attended the relevant seminars, this can only be done by means of a certificate.

Question 13: The courses of the European Certificate (e.g. "European Law" or "European Integration") are assigned to modules in degree programmes (BASIB, ICEUS, Social Law or MAHRS). How do we have to deal with the fact that the module names differ in the BASIB, Social Law, ICEUS and MAHRS degree programmes? To which module are the courses to be assigned?
The respective module allocation within the degree programmes is irrelevant for the European Certificate. For the European Certificate, it is only a matter of the individual courses taken and verified by a certificate. There are no modules in the European Certificate!

Not all compulsory courses of the European Certificate are offered every semester.
