Scientific monitoring of the practice of communal care for the elderly (KSB) in the district of Hersfeld-Rotenburg

Project description:
As part of the model project of regional planning - action programme for regional provision of public services (MORO), the district of Hersfeld-Rotenburg is implementing the project "Testing new ways of providing medical care and care for the elderly".

A specialist in municipal care for the elderly (KSB) is being deployed in two model municipalities of the district of Bad Hersfeld-Rotenburg. This newly created function is to complement the existing services for seniors and is to work together with VERAH (care assistants for general practitioners), who are already being used by some general practitioners in the region as relief.

The scientific monitoring is designed as a formative evaluation, which already begins with the start of the project (start of work of the KSB). The expectations of the KSB are asked at the beginning of the project by those responsible for the project. Differing views on this are problematised by the scientific support. The focus of the scientific monitoring is on the interface of these newly defined activities and responsibilities with the existing facilities and infrastructures for older people, people in need of care, volunteers, and people with illnesses (in particular GPs, VERAH, GP academy, advice for senior citizens, care support point, municipal services).

Using qualitative scientific methods, the often implicit interest orientations of the network participants should also be revealed. Possible conflicts and problems at the interfaces are to be analysed after a familiarisation phase and towards the end of the project so that the respective results can be fed back into the project process and positively influence the further course.
