Risk communication within the field of application of the Hazardous Incident Ordinance
The 2006 Environmental Research Plan of the German Federal Environment Agency included the project “Risk communication within the field of application of the Hazardous Incident Ordinance” (funding code 205 48 329). The private limited company iku GmbH, Dortmund, in conjunction with Prof. Dr. Christian Schrader of Fulda University of Applied Sciences, were commissioned to carry out the project.
The aim of the Federal Environment Agency was to enable consistent implementation of the German Environmental Information Act by the federal authorities in combination with the Hazardous Incident Ordinance and to improve risk communication between authorities and plant operators.
The research project pursued the following aims:
- To identify possible ways of improving the communication of findings that might contribute to the prevention of hazardous incidents, especially from the documentation and analysis of hazardous incidents.
- To identify gender issues in risk communication and to take practical account of them.
- To provide the participating federal authorities and plant operators with an up-to-date tool that would be used as an integral part of their management system.
Prof. Dr. Christian Schrader worked with Tobias Kroll (lawyer) from Bad Kreuznach to provide a legal assessment as the first part of the project.
The project was completed in May 2006.
