University Entrance Qualification

(1) Persons with one of the following degrees shall possess a general higher education entrance qualification pursuant to section 54, paragraph 2, sentence 1, no. 4 in conjunction with sentence 2 of the Hessian Higher Education Act:

1. master craftsman's certificate in accordance with sections 45 or 51a of the Crafts Code (Handwerksordnung) in the version of 24 September 1998 (BGBl. I p. 3075, 2006 IS. 2095), last amended by ordinance of 31 August 2015 (BGBl. I p. 1474),

2. a further training qualification for which examination regulations exist in accordance with Sections 53 and 54 of the Vocational Training Act of 23 March 2005 (BGBl. I p. 931), as last amended by Ordinance of 31 August 2015 (BGBl. I p. 1474), or in accordance with Sections 42 and 42a of the Crafts Code, provided that the further training comprises at least 400 hours of instruction of 45 or 60 minutes each,

3. state certificate of competency for nautical or technical service in accordance with section 6 of the Maritime Labour Act of 20 April 2013 (BGBl. IS. 868), as amended by the Act of26. June 2013 (BGBl. II p. 763),

4. completion of a specialised school in accordance with the Framework Agreement on Specialised Schools (Resolution of the Conference of Ministers of Education and Cultural Affairs of 7 November 2002 as amended by the Resolution of 25 June 2015, as amended),

5. completion of a further or continuing education course comparable to No. 2 under Land law for professions in the health care or social care and social education sector, 6. completion of another further or continuing education course comparable to No. 2 under federal or Land law.

(2) Graduates of administrative and business academies who provide evidence of completed vocational training and graduates of a one-year course at the European Academy of Labour at the University of Frankfurt am Main shall possess a subject-linked higher education entrance qualification pursuant to section 54, paragraph 2, sentence 2 in conjunction with sentence 1, no. 2 of the Hessian Higher Education Act.

(3) Within the framework of a pilot scheme at the universities of the Land for testing new ways of access to higher education for vocationally qualified persons pursuant to section 54, paragraph 2, sentence 1, no. 5 in conjunction with paragraph 6, sentence 2 of the Hessian Higher Education Act, persons with an intermediate secondary school leaving certificate and a qualified qualification from a recognised vocational training course of at least three years' duration completed after 1 January 2011 shall possess a higher education entrance qualification pursuant to section 54, paragraph 2, sentence 2 in conjunction with sentence 1, no. 3 of the Hessian Higher Education Act. A qualified qualification within the meaning of sentence 1 shall be deemed to exist if the final vocational training certificate shows an average, overall or final grade of 2.5 or better. If such a grade is not shown, the arithmetic mean shall be calculated from the grades shown for the individual subjects and examination sections. Enrolment requires the conclusion of a study agreement in which the students of the pilot scheme undertake to participate in the data collection and surveys required for the scientific monitoring and evaluation of the pilot scheme and to complete at least 18 credit points in the first semester or 30 credit points in the first year of study according to the European Credit Transfer and Accumulation System (Credit Points). In the event of repeated non-compliance with the study agreement, exmatriculation shall be effected if it is not expected that the degree programme can be successfully completed. This decision shall take into account employment, the care of dependents, a disability or chronic illness affecting the studies as well as comparable important reasons. The evaluation of the pilot project is to be completed by the end of the summer semester 2021.

(4) State-specific higher education entrance qualifications of vocationally qualified persons from other states shall entitle them to continue their studies in the same or in a subject-related degree programme in Hessen if it can be proven that they have successfully completed the first two semesters in the other state in accordance with the study or examination regulations of the respective higher education institution or have achieved at least 45 credit points. A higher education entrance qualification pursuant to sentence 1 also exists for vocationally qualified persons if they have demonstrably successfully completed a trial study programme in another Land in accordance with Land regulations.

! Whether an apprenticeship is a vocational upgrading qualification comparable to the master craftsman's examination is only decided after the relevant documents have been submitted after examination. In this case, the decision as to whether the prerequisites are met lies with Fulda University of Applied Sciences or with the respective host university.
