The staff council of Fulda University is legitimised by the election of the employees to represent their concerns and interests at a collective level vis-à-vis the university management. The basis for the activities of the staff council as statutory representation of interests is the Hessian Staff Representation Act (HVPG).
The staff council is involved in the decisions of the department on personnel, social, organisational and a range of other matters. It has information, consultation and hearing rights vis-à-vis the university management, for example, when jobs are advertised. Furthermore, the staff council has rights of participation and co-determination, for example in recruitment, grouping or in the allocation of grades (see § 60 ff HPVG).
The staff council holds a weekly meeting to discuss personnel measures and other issues. Once a month, the staff council holds a meeting with the university management to discuss current issues.

A service agreement is a contract that can be concluded in the public sector between the departmental management - in our case the Presidential Board Office - and the staff council. The legal basis for the degree of service agreements can be found in Section 65 of the Hessian Staff Representation Act.

If an employee is unfit for work for more than six weeks without interruption or repeatedly within a year, the employer must, in accordance with § 84 Para. 2 (SGB IX) with the participation of the employee concerned and the personnelaffected employee and the staff council, the employer must clarify how the incapacity for workand what services or assistance can be used to prevent renewed incapacity for work and maintain the job.

In order to better reconcile professional and family life, the university offers its employees alternating teleworking if the appropriate conditions are met. Teleworkers perform part of their working hours at their home workplace.

Dealing with addiction-related anomalies at the workstation requires responsible, appropriate action. The service agreement is to be understood as a set of rules for dealing with the development of addiction in order to respond appropriately to employees at risk of addiction and those suffering from addiction and to support them in receiving expert advisory services and treatment. The service agreement is also intended to underpin the understanding of addiction as an illness.
