The University Council has the task of advising the university on its development, articulating the expectations that the professional world has of the university and promoting the use of scientific knowledge and artistic achievements.

The University Council appoints the President and participates in the appointment of the other members of the Presidential Board. It has the right of initiative in fundamental matters and participates in the distribution of resources available to the university and in appointment procedures. The development planning of the university also requires the approval of the University Council.

The University Council comprises up to ten members from the fields of business, professional practice and science or the arts. The University Council decides on the chairmanship. The members of the University Council serve in an honorary capacity and are appointed by the Hessian Ministry of Science and the Arts (HMWK), usually for a period of four years. Half of the members are appointed by the Presidential Board in consultation with the Senate and half by the Ministry in consultation with the university.

A representative of the Ministry and the members of the Presidential Board participate in the meetings in an advisory capacity. In addition, the Presidential Board shall appoint a member of the university staff to manage the university council.
